Progress towards AMPI-only build

Remove building HDF5 and NetCDF: HDF5 not required, exodus works with
serial NetCDF from system. Remove MPI include dirs and AMPI linker from
exodus build. Fix meshconv signal tests args. Ensure meshconv tests run
without runner (which would erroneously not run the signal wrapper with
AMPI).
